This book reflects a new dimension in the Bank ' s efforts to create effective strategies for girls ' education. It recognizes the need to reach deeper into the community and to draw upon local participation to help produce reliable, timely, and culturally sensitive information on issues and priorities. But in many developing countries, research capacity is limited. This handbook is designed for people who do not have professsional training in research, but who understand the issues and have important local knowledge.
