Han nationality, is a native of Beijing. He was born in 1956 and graduated from the Agricultural Economics Department at Renmin University of China in 1982. Cai received a Master's Degree in Economics from the Graduate School of the Chinese Academy of Social Sciences in 1985 and earned a Doctorate of economics from the same institution in 1989. Director of Institute of Population Studies at the Chinese Academy of Social Sciences.
