Resumen: The Global Environmental Facility (GEF) began its three-year pilot phase in 1991, nearly 20 years after the international community ' s first efforts to address concerns about the global environment. During the pilot phase, the GEF has focused on protecting biodiversity, reducing global warming, protecting international waters, and decreasing ozone depletion. At the December 1992 meeting in Abidjan GEF participants requested an independent evaluation of the pilot phase to be completed in time for their meeting in December 1993. The evaluation is part of the effort to learn from the experience of the pilot phase to guide future planning for the GEF. Because of the unusual organizational structure of the GEF, the evaluation was conducted by three separate evaluation teams, each with its own coordinator and staff. At the participants ' request, an independent panel of experts was formed to provide strategic guidance and to guarantee that the evaluation was independent, complete in its coverage, and fortright in its recommendations. This panel of seven experts also served as a channel for obtaining the views of nongovernmental organizations working on global environment issues. The panel ' s report on the evaluation appears at the end of this report. The report also provides a full list of evaluators, evaluation managers, and members of the Independent Panel of Experts.
