The privatization program is wide ranging and diverse. The survey concentrates on the program carried out by the Federal Government, local government and provincial privatizations are not included. The Argentine progam covers the entire range of public enterprises - utilities, railways, airplanes, electic power facilities, grain handling, mail services, national highways, hydrocarbon production, currency printing, rail cargo, steel manufacturing, urban rail and subway transport, various defense related industries, and water supply concerns. The sales of individual units were decentralized and handled by mini-commissions created for that purpose by the Ministry of Economy. The proceeds from the sales reduced public debt, and the reduction in the fiscal burden in terms of lower subsidies will be significant. The difficulties encountered by the Argentine government and the methods used to overcome them are discussed. Some of the lessons learned include the need for ensuring competition after privatization; the need for adequate financial resources; the preparation of a regulatory framework and; the need for detailed contracts to be drawn and included as part of the pre-qualification process. The Argentine experience is of interest to policy makers and designers of similar privatization programs. ER -
