This book documents Mexico ' s decentralization experience as well as conceptualizing its main trends, policies, and options, and brings them into the light of international comparison. It focuses on what is needed to develop a sustainable decentralization strategy for Mexico, and the necessary underpinnings for it. Included papers concentrate on institutions for decentralization, historical forces impacting the Mexican economy, spending and service delivery, subnational taxes and revenue, intergovernmental transfers, subnational borrowing, and subnational debt management. A vision of Mexico ' s path and options in decentralization emerges and is articulated for the short, medium, and long term.
