Resumen: One of the objectives of the Economic Development Institute (EDI) of the World Bank is to enhance the capacity of developing countries to analyze policy alternatives and to design and implement well-conceived development programs. In keeping with this objective and in the framework of its mandate aimed at increasing its training activities on the subject of the environment, EDI offers seminars addressing the principal questions in the energy sector. These seminars focus on the problems faced by governments and the measures intended to encourage efficiency in consumption, production, and development of energy in a manner that is not detrimental to the environment. This volume contains a collection of papers that discuss the use of energy and the required investments from a systemic view. The following papers comprise this report: (1) energy investments and environmental implications: key issues in developing countries; (2) environmental considerations in renewable energy policy development and investment planning; (3) oil, gas, and the environment; (4) sustainability and the energy/environment connection: overcoming institutional barriers to doing the right thing; and (5) indices for a greenhouse gas control regime: incorporating both efficiency and equity goals.
